Hikaru in a build-up chamber
The build-up chambers are where Rescue Force suits up for rescues. After the Build-Up card is slashed through the Rescue Commander, the chambers suit up the members. The build-up chambers are in Rescue Phoenix. A couple other characters have their personal mobile ones.
